How do I remove the security featuure on MS Access 2000?

I set it as the Admin and now I want to remove it...I don't want the password at the start up.
The start of the story was I was wishing to start a database and only allow selected users to be able to enter data and not delete any. So if you can't answer my first question, help me solve how to add users and allow them to ONLY enter & edit selected data. Not delete any.

right click the file, go to properties, then click the advanced button. Uncheck the box to encrypt data.
