This may sound strange but spray it down with WD-40 and that will take the rust right off. Then give it a really good scrubbing, put a thin layer of vegetable oil in it, and then put it in a 350 degree oven for about 30 minutes or so to re-season it. Let it cool overnight in the oven, then wipe out the excess oil and you're good to go.
Lots of manufacturers suggest heating the skillet and oil in the oven a couple of times to season it.

there is a site that can give you exact instructions.

http/huntsville.com/od/food/qt/lrustcastiron.html.
i found it by typing in yahoo search: 'cleaning rust off a cast iron pan. it was third or fourth on the list.
try it! gave me a lot of info on what type of steel wool and how to "season" the pan so it doesn't rust again. that is the process of reoiling the pan and heating it before using it.
also, if your pan has a cover, never store it with cover on in humid weather.

If you have a self cleaning oven you can put it in there and clean your oven and pan at the same time.
