How do you change this code for a poll to allow to vote more than once? please help?

any of you that know computer codes or what not can you help me! what do you have to do to this code to let it allow you to vote more than once? its like a poll thnig? and i was wondering how would you do that like what do you have to do.thanks for the help heres the code.

Could be by IP address in which case, if you're using a home DSL with a static number, you could stop your connection and restart it to get a new address and then try to vote again.
