The basic toaster only draws current when it is engaged (generally, handle depressed).
A toaster oven would generally be different as it is often feature rich.
I have an old toaster oven without electronic features and it is warm even when off - must be a switch problem. I need to always unplug it. I should replace the oven.
Problem: Casually unplugging an appliance in the kitchen can be a problem as often hands are wet. Can get a nasty shock or worse.

some do, but to draw power it will have a clock or memory or a standby function. these are normally items like a television or a microwave oven. the amount of power they draw is negligible though. Things like toasters do not draw current when not in use. they have a basic on/off switch inside that cuts off the power immediately you toast has popped up

Every electronic device, even when not in use, draws a current in. So if you trying to conserve energy just unplug the device after each use. You could save @ least 5.00 a month on the electricity bill.

Yes, if it has one of those instant on features. To make sure that an appliance or TV or radio does not draw power, unplug it.
