I'm guessing you meant to say "never had war".
There is no record of any country or even tribe/clan that has been so peaceful that it never had war. If it was so discrete (from the Latin "separate") that it needed no Army then it was overrun by another country that wanted its lands and women.
In the original tale of Atlantis, they needed no Army or soldiers because they had the only fleets in the Mediterranean. Before the island is wiped out, there are stories in the tales of several nearby nations (Minoa? Egypt?) assembling vast armies to conquer the isle of Atlantis.
