There is lots of stuff out there to give. If you're going for really unexpensive, I would say like a good, nice card. Or maybe a candy cane or something. If you're going for $2-$5, I would say stuff like a bracelet, or a key chain shaped like a Christmas Tree or something. Or maybe a nice book.

I hit two birds with one stone. I go to my supermarket and pick up some rewritable CD's ($5.99) i then download some holidays songs (or burn off pre-owned cd's) that are not too religious. I then purchase cookie dough (sugar and gingerbread) and cut out and decorate cookies with colored sugar and icing. Put it all in a holiday (snowmen or snowflake) sack and hand out too my pals. About $4 a person ,but they would never know. Throw in a candy cane and/or some gelt if you like too.

girl: you could give her some cheap but good smelling lotion from bath and body works or a pair of cheap earrings from clairs. ligloss also does the trick
boy: you could give him a mini skateboard, candy, a pic of his crush, ect.

Make some cookies or other snack. Wrap it in pretty paper or put them in a Christmas colored tin.
