The United States is a consultant republic. A democracy could have all the residents vote on each selection that's made. In a consultant republic, the representatives are elected to make the choices.

The U.S. has always been a republic. A democracy would never work in a country this big. We became a democratic republic when we adopted the constitution. We chose this form of government in order to give all people an equal say in government policies (particularly taxation at the time). While a democracy would be ideal, our government is far too complex to allow every single person in the country to vote on every issue. Therefore, our elected representatives represent us, the constituents, in government decisions.

Thats because, technically, the USA is not a democracy. At least not in the classical meaning of the word. If it were, we would not have the electoral college, nor would the states have quite so much power. The people exercises power through frequent elections, rather than by any direct power over those who are elected to serve in the executive and legislature.
