Opening it's face like that is how the male bettas challenge each other. He probably thinks you're in need of being scared off. It's healthy, and good.
The spots on your fish are a serious disease, either ick, or velvet, and you must medicate the fish immediately or it will die. If the spots are white, and about the size of sand or salt, it is ick, or "white spot disease." If the spots are a fine powdery size, and shiny, it is velvet. Get that cleared up right away.
These disease are especially common if the betta is not in a warn enough If he's in an aquarium, get a heater, and set it for about eighty. If he's in a bowl, put some cork board or cloth under the bowl, move it some place warm (like on top of an appliance such as the fridge) and crank up the heat in your home to at least 75.

Being a fish he doesn't really think. Flaring is a threat display. He thinks he sees another betta. Keep in mind like most animals he doesn't realize his reflection is himself. If he was scared he would hiding. Some bettas seem to just like to get their mad, and for no good reason.
PS- The flaring has nothing to do with the spots. If they are small like grains of salt it's ich/ick. If they are larger and fuzzy/moldy it's a fngus, or flex-bacteria infection.

It means that he's trying to make himself look bigger. When two males meet and fight, they'll both put on that display. It's sort of like when cats fight they'll fluff their fur up and get sort of sideways to their opponent, to make themselves look more fierce.
If he has spots on him, you need to talk to the pet store about them. They could be a disease, and he needs medicine or he could die. There are lots of diseases that cause spots - if you don't know a lot about fish, asking the pet store is the better plan so they can actually see the spots and get the right medicine.

The male is flaring up his gills to show dominance. Like a lot of creature they try to make their body bigger to show who is tuffer.

it means hes showing off or saying GET OUTA MY TERRATORY!!! its called flaring. u should see a crowntail flare. there beauties. they only flare when they see another betta. do u by any chance have put a mirror or 2 bettas in your tank?
