the 1976 Tampa Bay Bucs they lost every game that season and their first 12 the next year.

The worst team in NFL history has to be the Tampa Bay Buccaneers when they first came into the league. They were terrible.
You could also put in the Houston Texans, they have done nothing to this point.

Even though over the last 10-12 yrs. they have enjoyed a level of success, even winning a Superbowl. However if you want to name a team with an unmatched level of futility over a long number of years it would have to be the Tampa Bay Buccaneers.
P.S. They still have yet to run back a kickoff return in the entire history of the team!

If you want history, you have to go further back. The Tampa Bay Bucs lost their first 26 games played from 1976-77. That's not likely to be repeated, given how well expansion teams are treated now.

It could very well be the Arizona Cardinals or the New Orleans Saints . . the history of the Cardinals isnt good and they've never come close to a Superbowl run . . nor have the Saints . . this year may be a different story

I would say Raiders, and coming in at a close second would be the Lions. They're just bad! Now if the Lions fix the front office stuff, and coaching they would still suck. But not as bad as now.
The raiders on another hand have A LOT of problems. Where to start...QB, ownership, offense, defense, coaching, personnel, need anymore?
