cant see her mom because she is half witch and her mom is mortal. mom will turn into a ball of wax if she sees her..it is how they discourage witch-mortal marriages.
she can be w/her dad, hes just always busy with work.
the reason she was able to see her mom during her wedding because Hilda pleaded with the witches' council to get rid of the rule..that is why Zelda was a candle, that was part of the trade

Because if she looks at her mom, her mom will turn into a ball of wax. While the show was going on, her mother lived in Peru and I think her dad died, I'm not sure. But there was an episode when her mom tried to visit her at college and when Sabrina and her built a relationship, she turned into wax. The ball of wax melted, and Sabrina cried a tear into the puddle and it brough her mom back to life. It sounds dumb but it was actually a sad episode. In the last episode though, her mom shows up for her and Aaron's (well, technically, her and Harvey's) wedding, and Aunt Hilda offers for Aunt Zilda to come to the wedding as a candle.

She can see her dad, he's just busy. She can't see her mom because if she does, her mom will turn into wax. It's a silly magical rule.
