why can't you ... on gta?

... mod the other cars like sultan, flash, and elegy. is there another place to do that/ again, why?

You have to go to 'Wheel Arch Angels' in San Fierro, it's the mod shop that's at the far west of Fierro.
This is a way better mod shop, you can add so much more
