Most of the time they're just a reminder (and you should take them to remember to be consistent) but sometimes they have extra iron in them to help with iron loss during one's period.

If it is the last week in a 28 day packet then you don't have to take them. They are just sugar, placebo pills that have no hormones in them. Durning that week you are suppose to get your period and if you have been taking the all of them correctly for the that month then you are protected for that time. They are there as a reminder for you to keep taking your pills and to start a habit of taking them everyday. I personally don't take the last week.

I thought they were just sugar pills to help you keep in the habit of taking a pill every day.

Depends on the brand - in most cases they are just sugar, and contain no active hormones. I take them to remind myself to keep taking them everyday, otherwise I might miss the first active one, and that's Bad.
