I know that Old Navy and Target are good, but where else? There is no Wet Seal near me by the way. Any options are good! :)

Goodwill is the best place to go. Most of the stuff you find isn't old and mostly named brands. You will oly spend 3-5 dollars per item. Worth the trip and you can still look fashionable.

Fashion Bug is cheap and always pretty in style, you might also try Plato's Closet where they resell designer, teen clothing.

marshals, and if you don't mind second hand stores have some nice things. you'll have to get their often and stay along time to find just the right things! cheap and effective. some times you can find brand new things that didn't fit others well.

I think that Dots and Rainbow are good if you live in Michigan. However if you dont then h&m, forever 21, A.J. Wright, T.J. Maxx,
Marshalls, and Meijer

Rue 21 here check it out www.rue21.com it's great clothing i shop their its unique but still very girly chic and they have like everything from cute & cool accessories to tons and tons of sweet clothes! good luck!
