For pc modders.......Can a well positioned heat sink remove heat from air, like having a fan blow air to it?
Or can a heatsink at the top of the interior of your computer remove heat also?

No.

Heat is really a release of energy from exited atoms. What the heat sink and fans do is pass the energy out of the case.

Think of this as a converter similar to a video converter. You can't go directly to a TV from your PC, you need a certain electronics and cabling which cannot be switched around.

Same goes for cooling.
