In the early 1900s mattresses may have contained disease or vermin. Those early tags were required to tell consumers what their mattresses contained.
Now those tags let you know you're buying a new mattress--and not a re-covered old mattress
In 2004 Tennessee put into effect a law that required big, easy-to-read tags promising the mattress was new, because old mattresses were being passed off as "factory rejects" and "close-out models."
During a 1989 Los Angeles Times investigation, for example, a reporter watched technicians examine a rebuilt mattress, only to discover a "dirty, old mattress" inside a new cover.
"Whether it was ever sterilized will never be known," the story said.

Has to have something to do with pillow trafficking.
It probably has something to do with consumer protection, or selling used or damaged goods, or listing pillows as damaged and taking the money or you know, stuff like that. It must have been a serious problem at some point.

Yes, there was a massive problem of people selling refurbished mattresses and misrepresenting the manufacture date. That's why the tags were put there and that's why it's illegal to remove them.
