You have to convince the majority of the population it is in their best intrest to work together in achieving a unified iraq. The military troops should only be there to serve as police unit, and perform small raid's were the government feels its in their best interest to eliminate a threat to the soveriegnity of iraq. It's your average iraqi man I feel for trying to raise a family and create a life for himself in this selfish madness these groups portray. To unify under a flag of peace, and a bright future. This does not make people weak, only true masters of their destinys. If i remember corectly japan and south vietnam are doing ok now. We have proof of our purpose, while we are currently the super power, lets use it to make the world better, not conquer it. History will serve us well in hundereds of years when they talk about america, and american values.

Frank, you're asking the wrong question.
We've already won in Iraq. We invaded, disbanded the republican guard, removed Saddam from power and established a new democratic government.
There is conflict, but we did not invade Iraq with the purpose of fighting Insurgents. Our current administration won't leave with the "possibility" of Iraq engaging in Civil War or disbanding their newly installed government. Which means to complete our mission (turnover), we are there as long as random factions of Iraqi's believe they have a shot at taking over in Iraq.
Unfortunately we simply can't tie up the "Turnover" portion of our "Invasion". Hell, we can't even acknowledge this years afterwards.

If the perpetrator, oh ..say OSAMA BIN LADEN..were to disappear or perhaps didn't exist to begin with, you would CREATE an enemy without a face like "the Terrorists" and then you would CREATE the environment of FEAR of THEM in order to suppress questions like "where's Osama". because when you ask "WHERE'S OSAMA OR WHY DID THEY BLOW UP BUILDING 7, I THOUGHT A PLANE HIT IT AND THAT'S WHY THE GUY THAT OWNED THAT BUILDING GOT ALL THAT INSURANCE MONEY FOR IT", THE GOVERNMENT tells you that asking such questions makes you one of "THEM" making you a Enemy and therefor your questions and opinions on the matter are no longer valid.
It's not terrorists, now, it is now Islamic Fascism...another illusory entity which we need FEAR.
fear your government.

Our troops have a way of finding the enemy, and now with more troops going to Iraq, their job will be easier. Well, as "easy" as war can be. We must keep finding the enemy, and snuffing them out, because it's clear that they want us all dead. We have to WIN in Iraq.

Your information is incorrect. Under Iraqi law US troops have immunity from prosecution in Iraqi courts even if they murder an Iraqi.
