Try www.aptsforrent.com - it's fabulous! If you're concerned about safety, call the police station of the neighborhood that you're looking for, and ask about the types of calls that they're making in that neighborhood. I've done that before, and it's been really helpful in choosing a good home.
If you need furnishings, one word: IKEA! Nice stuff for CHEAP!

I found that in a city, there are three things you want, and you can probably get only two out of the three. The three things are Safe, Cheap, and Close. You can get a place that's safe and cheap, but it won't be close and you'll have a long commute. You can get a place that's cheap and close, but it won't be safe. Or you can get a place that's safe and close, but it won't be cheap. So you have to decide what's most important to you.
Personally, if you're young, I would look into getting a roommate, or a room in someone's house, or in a group house. You can save a lot of money when you're young, and you get instant friends if it's a good situation. If it's not, you can always move.
