Yes, different Breeds can mate. Different Species cannot though a few species can such as horses and donkeys.

Animals like donkeys and horses can. You will get a Mule that is sterile. The same with certain fish species. But in general like a baboon and dog not at all. It must be at least sub species.

All dogs are the same species, so they can produce viable, fertile offspring.
Animals that are of different species, such as horses and donkeys, can reproduce, but their offspring are sterile and cannot have their own offspring (ex: mules)

If you are referring to different types of animals, certain kinds can. A zebra and a horse can. A tiger and a lion can for instance.

horses and donkey's can be mated producing mules
and
Bovine cattle (Beef Cow) can be breed to American buffalos producing beefalo
I am sure there are more examples
