It should be more than 3% per year because 3% is the rate of inflation. If the company gives you anything less than 3%, they aren't giving you a real raise and you have the right to demand at least that much.

depends if it a promotion or just a raise / cost of living increase

Promotion - 10%
Cost of living - 3%

I've noticed some of the union contracts are running about 3.3% but non-union - I don't know.
