People keep it ambiguous because they don't want to scare you away by saying they love you romantically. They might say it and mean as a friend AND romantically (if you will interpret it that way). They don't tell you which way they mean because you might not feel the same way. Which way do you WANT it to be? Act more flirtatious if you like the person. If not, act more reserved.

For me it is getting to the that person well then I can tell by the tone in there voice a touch and the look in there eyes.

i say i love you too all of my friends, my mom gets mad and says "do you really love them" i tell her this
i could never love them as much as you, when i say i love you too you its an absolute love, kind of love..
to my friends its just a way to express my opinion.. they are my friend and will always remain a friend.
I luv you, or luv you, or any slang way deff. means just the friend way of love.
If someone told you they love you, they say it differently, they drop their voice, and look you right in the eye, <--- thats a major part
