You know that person is going to keep on running. Why even bother saying it?

so that way u they can say later "we made it very clear we were the police and he was to stop, but he ignored us and we shot him"

They yell "Stop Police!" to identify that they are in fact the police. Depending on the situation if you're out at night and cannot see who the person that is approaching you, I might be inclined to run or at least go the other way unless I can tell that they're police. Sometimes some police are working undercover and it's not obvious that they're the police. And yes, despite knowing that they're the police you're still gonna have the Yahoos that run because obviously they did something they don't want to get caught for!

The police would prefer not to chase you at all. And if you'd obey the law and stop for their lights and siren, there wouldn't be a chase. However, if it's necessary to chase a suspect, the plan is to keep them in sight until they 1.) stop or 2.) wreck or 3.) run out of gas or 4.) run over spike strips or 5.) their car's motor blows up or 6.) it becomes too dangerous for the officers and the general public to continue the pursuit. Fortunately, by the time it's time to call of the chase, there will be air support to keep an eye on the suspects, so they can be picked up later. - Stuart

They have to state who they are while in pursuit. But actually if the person keeps on running depends on what they did, who they are and what neighborhood they are running in. I've seen cops shot first and acknowledge their presence later.

They are required to announce themselves as police officers to give the fleeing person a chance to stop before more deadly force could be used.

ts legality since theyre intent is only to stop the treat for media purposes. We say shoot to kill, but cant be that way if we do work for the police dept.

For legal reasons. So that they can say they gave warning, announced who they were.

Otherwise some criminal can say, "ooh, I thought it was another bad guy" and try to weasel out.

To identify themselves. Would it be better you think if they yelled, "Stop or we'll kill you!" followed by a few bang, bangs.

they are identifying themselves so that you know that your are running from the cops..
