No. Daylight Savings Time was first proposed by Benjamin Franklin in 1784, though he was being satirical when he did it.

The first time it was seriously proposed was by a man named William Willett in "The Waste of Daylight," published in 1907.

It was, however, first put into practice by the German government during WWI in 1916.
