I install it and play it for awhile, but after quite a bit of time, my neighborhood will just completely disspear and I have to uninstall and reinstall. Can anyone say what's going on and/or how I can fix it?

Hmm, that's weird. I've never heard of that happening before. My only guess is perhaps your computer is running low on either memory or disk space on your hard drive, or maybe both. Sorry I can't be much more of help. Good luck though in finding the solution. =)
