I would
1)Put the equation into y=mx+b form:
4x-2y=-3
2y=4x+3
y=2x+(3/2)
2) The easiest point to find is the y-intercept. The y-intercept is always b. In this case, the intercept is (0,(3/2)) or (0, 1.5).
3) There are two different ways to find more points. You can either pick any number and plug it into the equation, y=2x+1.5, or you can use the rise/run method.
4) If you want to use the first method, I would start off with numbers like easy numbers like 1, 2, -1, -2 to plug in as x.
5) For the second method, you start off with the y-intercept. The rise over run method works only if you know the slope. The slope in the equation is 2 (or 2/1) because that is the coefficient of x. Now, once you have located the y intercept, move up 2 and right 1. Mark the point and move up 2 and right one from the point you just drew. Do this about 2-3 times and connect the dots.
There you go!

To graph any linear equation:
1. Solve for y (so you have an equation y = mx +b)
2. b is the y-intercept--the point at which the line intersects the y-axis.
3. m is the slope--the "Rise over Run". So, if the slope is something like 2/3, then go up 2 (rise) from the b point, and go over (run) 3 from the b point. Note that if m is negative, you have to go down instead of up.
4. Draw a line between those two points.

Solve for what Y equals, and then graph with your calculator.
Do you hava a graphing calculator?
from 4x-2y = -3 redistribute 4x, and mulitply all by -1
you get 2y=4x+3 Divide both sides by 2
you get Y=2x +(2/3)
this is linear, you get a diagonal line from lower left to upper right of your graph.
you can tell from this that your y intercept is at two thirds, and the 2x shows you that you have a slope of positive2.
slope of two means that for every space you move right you move up two spaces.
I hope this helps you, it has been a few years since I did algebra
looks like I type way to slow,28 minutes, I only have one hand, literally one was destroyed 3 years ago, oh well.
I see good answers already posted by others.
Thank you for the question, I like making my brain work.

Make x =0. Then -2y =-3. This gives you y=1.5 So you plot this point (0, 1.5)
Next make y=0. Then 4x=-3. This gives you x=-3/4 (minus three quarters). Now plot the point (-3/4, 0).
Now you have two point on your graph paper. Draw a long line joining these points. Extend them on either side of the points and this line is the graph of the equation.
