if you are not a citizen of india then you cannot legally own land there,

if you found a loophole and can buy land there it would be worthless to a lender in the USA, if you defaulted on the loan they would have no way to recover thier loss.

if you had assets in the US that would cover the collateral for the India purchase Im sure you could get a loan.
