change engine oil,transmission oil,p/s pump,coolant and gas.take all spark plugs out and clean it. when fluid get old, it protection chemical break down

First you need to make sure the engine will crank. I'd charge the battery fully first or get a new battery from somewhere if theold one will not charge and most likly it will not charge after 13 years, then prior to trying to crank the motor (you'll need a helper) pull number one spark plug and remove the coil wire. Crank the motor (after you are sure there are no animals living in the engine compartment) see if the engine does in fact turn over. Cycle the motor a few times while covering the spark plug hole with your thumb. You should be able to feel the pressure as the number one piston comes to TDC. If the motor does in fact still rotate freely, then you can do all the changing of the oil, fuel, coolant and filters. Once you get it started and broken back in so to speak I'd do a tune up and finsh inspecting the balance of the vehicle before you pronouce it roadworthy again.

get rid of the car. its going to cost too much money to fix it just to get it to move. as to starting it.....good luck. hope the motor is in good shape.
1 drain and put fresh gas in it
2 replace all rubber (check and replace all vacuum line, hoses, belts)
3 replace the brakes (rotors, drums, hardware, shoes, wheel cylinders, pads, and calipers)
4 drain and add fresh oil
5 drain and refill the cooling system
6 drain and refill the transmission
7 install new battery, also remove and bench test the alternator and replace if necessary
8 after all of this there is no guarantee that the car will physically start. moisture is still able to collect in the motor which will cause rust. personally i would disassemble the motor down to the block and replace all the seals, gaskets, new water pump, new bearings, new rings, new timing belt, and have the block and head machined. also replace anything that needs to be replaced

change the engine oil and filter, drain out the old fuel and put in new, replace the fuel filter, and spark plugs. make sure there are no mice living in the air filter, install new battery. that should get it running. i got a 65 vw van running with gas, and battery after 15 years.

The above all sound like good advice.

I would also add fresh gasoline with a fuel injector cleaner added.

Check the tires and rubber hoses for dry-rot too.

IF you get it running (I'm not sure you can--pistons probably seized), change the coolant and make sure the tires are inflated properly

in a nutshell, check EVERYTHING from bumper to bumper--13 years is a long time

if the left the car with all the fluids in it your gonna have a huge problem if not change every fluid in the car and get a tune up. brakes, spark plugs, air filters, battery

I know you asked just to start, but if it does and you plan to drive (!) don't forget to replace the brake fluid as well. Best of luck with the starting!
