We stayed at the Westin but very pricey and they nickel and dime you to death.

You didn't say when you are going to be here. There is a new, larger Drury that will open in the Spring (or so.) It is in the old Alamo Bank Building and it has been undergoing a renovation for more than a year. Looks great so far.
Also, the Holiday Inn on St. Mary's or the El Tropicano further upstream are possibilities. Also, all of the chains have there affiliated brands in the downtown area. Some are a block or two off the Riverwalk...but except for July and August, San Antonio's downtown is very, very walkable. In late summer it is too hot for some, but not everyone.
You will enjoy your stay at almost any of the downtown properties.

Thats really not much money to budget for a hotel on the Riverwalk. The Drury would probably come in at about that price. There is a Holiday Inn that is about that, too. Some of it depends on when you want the room. There are times, like Fiesta in April, when the rates are higher.
My personal favorites on the River are La Mansion del Rio, The Westin, Hotel Valencia and the Watermark. All of these are quite a bit higher than your budget, but are well worth spending more on.

The Marriot Riverwalk is nice. So is the Marriot Rivercenter across the street, but it is quite a bit more expensive. If you don't mind being a block or two from the river, the Sheraton Gunter is very nice. It would be a pretty good hike to the Alamodome if you are coming in for the game, though.
We do have shuttle that run through downtown. They are pretty cheap, a quarter, I think, but it may have gone up.
Oh, and the downtown Hyatt is great!

The Holdiay Inn Express on N. St. Mary's is a great hotel within walking distance to the Riverwalk. My husband and I stayed there last year on our honeymoon and I think it cost about $85 a night for the suite, plus they upgraded us to the jacuzzi suite for free when we told them we had just gotten married. It is a clean, comfortable hotel with plenty of amenities, and it's about four or five blocks from the river.
