I need them to be reasonable with pricing. It has to be in Chicago

I would check the yellow pages for a local tailor, then give them a call and see how they handle your questions. Usually, they will ask you to bring the garment in before giving you a price, also. Thats the best thing.. because if they give you a low price over the phone, chances are its not a very accurate estimate and you might end up paying more in the end.. for not very good work. You can ask for pictures of work they have done, also.

Alterations are often done by Cleaners. They are usually the cheapest.
