Why pay to have an employment agency hire for you? It's just a "small flower shop", put an ad in the newspaper and hire somebody. Why use a website?

I hire employees for the corporation I am employed at. Trust me, I have learned from experience, it is much better to place an ad in a local newspaper, or through your state's employment office(this is free).
I have had MUCH better results this way. Good Luck.

For a small business, don't post somewhere like monster or careerbuilder...they are very expensive!
If you have a nearby college or university, look on their website to see if they have student employees available. Most college websites have career pages where the public can post available jobs for free.

I would say that word of mouth is the best hiring tool, I used to run a property with a small staff, websites have so many "perpetrators".

I wouldn't go that route. I've been through too much hiring. You need to go with direct hiring because in a small business, too much can go wrong too fast with even one bad hire. If you don't have personal recommendations on these folks, it isn't going to work out well.
