"Writer's and Author's Yearbook" has a recommendation by children's author J.K. Rowling on the cover:
'Very Useful stuff, it answered my every question'.

Look at the publishers of children's books you've read and liked. They are usually listed in one of the front pages of the books, before the story starts. Find the contact details for the publisher in the Writer's and Artist's Yearbook.

Writing for children is very competitive. Some publishers just get so used to saying no that you're bound to get rejections from people that never read your book. Don't worry about rejections, just keep writing and rewriting.

Get an agent if you can, but only get a good one. They're listed in the Yearbook as well.

Avoid anyone who charges reading fees or offers any guidance at a price. It's best to avoid anyone who asks you for money. Scam artists love writers.

It's also important to write a good cover letter. One that makes you look like an author. You usually send out this pitch first, and then the publisher requests a manuscript. Agents act the same.

Finally, join a good writer's circle. Not just a writing class, but a community of writers who make a living from it. This can be a great source of encouragement and support.

First - write your book. No unfinished book was ever published. Go to your public reference library and ask to see copies of two books (1) The Writers' and Artists' Year Book and (2) The Writer's Handbook. Make sure they are up to date editions. These books contain names and addresses of publishers and agents throughout the UK and US. Each entry indicates what kind of books they are looking for.
When your book is well underway - send the first three chapters together with a brief synopsis of the plot and a covering letter to the agent or publisher of your choice following the given instructions in their entires in the Handbooks.
There is no quick route into being published. But keep sending out your work and most important keep writing.
Completing a book from start to finish is an achievement in itself. Many would-be writers begin but never finish. Finish your book.

You are truly on the right tract. Your desire and effort is to be commended. Adding on to the other good comments, Question for you? Have you joined the Theocratic Ministry School as of yet? If, not, it is encourages to qualify and join the School, first. That training on the School prepares and equips you for what's in store out in the ministry. Great training ground. If you are already on the School, great! Two elders will ask you some questions taken from the OM publication. Answer the questions as honest as possible, because if you become an unbaptized publisher, you will be known as a Jehovah's Witness, and as you know that carries great responsibility. I hope for the best for you.

Most publishers won't just take a book from someone and read it. You need to have an agent first. This is good for you too because the agents know the laws and can protect your book, plus get you the best deals.

Buy a copy of The Writer's Handbook - you can get it in a good bookshop (Macmillan press) - or you could try getting a second hand copy on ebay. I have the 2004 version (£12.99) and it has loads of useful addresses not only of book publishers but also newspaper and magasine details in case you are interested in writing short strories or articles.

If you want to write books for children, the first thing you need to do is join the Society of Children's Book Writers and Illustrators. Their web site is http://www.scbwi.org .

They provide many resources for writers, and hold conferences all over the world, at which you can meet other writers and hear from editors. They also help people set up critique groups.

Get a copy of "Writer's Market." There are even specialized versions for particular niches. Good luck from a fellow aspiring author!
