Japanese director Akira Kurosawa was a pioneer using this technique in his 1954 movie Seven Samurai. American Sam Peckinpah was another classic lover of the use of slow motion.

Do not know if it was the first, but in Easter Parade, Fred Astaire sings and dances "Steppin' Out with My Baby," and about one fourth of the dance routine occurs in very noticeable slow motion.

well from the history before the make the standard 24frame\sec. they tray many thing as 30f\s and 26f\s and 25f\s and even 14&15f\s till they found that the 24f\s is the best so its from the frist day and it also by that way the fast and the slow like charly chaplin's movie it was so fast but if you ask when they use it as a dramatic reason sorry i dont know but let me know cause im an editor and i hope to know that its good question thank you but i'll search if i found any news i'll edit
