Depends on the situation and the tone in which they say it in. But alot of the time people do say no to mean yes.

No means No. Maybe mean yes or no. Yes means sometimes/but mostly yes.

The last I heard, no still means no and yes still means yes, unless I've missed somthing while I was sleeping.

Scientificall Speaking, if a human says yes to something he knows should be "no" or he doesnt want to do it, then I guess that would be considered peer pressure. If the human wants to do something, and replies "yes" i guess that mean he mean yes or vise versa.
