If he has a large number of schools in his district, he could put the name of every school in the district into a paper bag and draw them out one at a time. The "odd" numbered draws would get the new teaching method, and the rest would get the current method.

After the tests, he should compare the average scores of the schools using the new method with the average from schools using the current method.

If he has a very small number of schools in his district, he might have to draw randomly to decide which classes in each schol get the new method.
