How did he get his superpowers and what were they?

A goofball high school teacher and an FBI agent are picked by ET's to save the planet. Mayhem ensues when the teacher loses the instruction manual and he and the FBI agent have to figure out on their own how to use the powers bestowed by the aliens.

Oh, man, that was a great show.
The gist was that aliens gave Ralph Hinkley was given a suit with special powers, but he lost the instruction manual. He and his partner, gruff FBI agent Bill Maxwell, use the suit to fight crime. Since he didn't really know how to use the suit, much hilarity ensued.

The guy was a super hero but he couldn't fly properly. I want to say the instruction manual was destroyed and he could never figure out how to fly.

The show was about a normal schmo who became a superhero. The thing is, he lost the manual before he read the part about landing.

This show was brilliant for it's time,but the best character I liked was Bill Maxwell ( Robert Culp ).
