To bully someone (depends on form of bullying): pick on, torture, humiliate, embarrass, assault, taunt, tease, antagonise, single out

To laugh at someone: Mock, ridicule, scorn, degrade

to bully someone=to taunt someone, to laugh at someone = to ridicule some one . Watch your spellling "laugh"
