Hello dear!
Short question, which, though opens great discussions!
Well, History is full of such examples, like Socrates, Antigone against Creon, and so on.
Creon was a perfect leader of the city! He made laws of justice which are better compared to that of any existing country!
Being close to perfection and having the law in his side, he is certain he is doing the good!
Antigone is a figure above the laws, in means of level. She is not confined within the people driven system, but she harmonizes her decisions with Divine laws and ethics!

Laws are not perfect but has its function in society. Its main function is to protect the majority. There maybe a portion of the population or situations that the law does not fully support. iI the law is not doing its job, or lack full coverage, then a change must be explored. In some instances when it is determine that the law is no longer useful for its function, then people unite and holds a rally, and if that is still not enough to create a change, then in rare occassions, certain laws maybe or should be broken to push for a change. sometimes its the law enforcers that commits the crime(s) to keep the law(s) ucnchanged.

Remember, it's not for us to individually say "this is an unjust law, so I'm not going to follow it." Certainly, civil disobediance is important -- look at Ghandi, Nelson Mandella. But then it's for the executive to pardon, or for citizens to elect legislators to change the law, not for citizens to willy-nilly violate the law.
Sometimes, ethical or moral consciousness will require a person to violate the law -- like a reporter refusing to give out the name of a source to a grand jury -- and then the consequences have to be endured. But remember, there's always another side. Those who stalk, threaten, or kill abortion providers believe that they're holy soldiers stopping murders-- but that killing is still murder and punishable in society. The question is whether those extreme anti-abortion people are willing to accept the consequences for their actions in the hope that society will change.

YES! Many principled civic leaders have been arrested a few times to get their point across.

Where would we be if no one chose to break Jim Crow laws??
