The tradition started before it was called a Christmas tree (before Christianity) and from different countries independently.

The ancient Egyptian used trees to decorate for the Winter Solstice first, but they used palm trees instead because those were available.

In ancient Greece and Rome, there were Winter Solstice traditions of decorating evergreen trees. They used ribbons, cloth, metal trinket, candles, coins, and so forth.

To honor the God Woden in northern Europe, trees were decorated with candles.

The Germans decorated oak trees when they celebrated the winter solstice. They started decorating the fir tree when an oak they used for worship was cut down and a fir grew up in it's place. The fir tree was used as a symbol of their Christianity. This was somewhere around the 8th century.
