They are probably planaria worms, or some other type of pest. In themselves, they are harmless, but they tend to show up only when fish tanks are very dirty.
Plants don't clean the tank... they will help lower nitrites, but they won't replace regular water changes.
Do you have a tank, or a bowl? A bowl/vase/small tank (anything without a filter) needs to be cleaned several times per week. Bettas produce ammonia, which is toxic, and without filtration, the ammonia just stays in the water and poisons the betta. You need to remove it every few weeks. Your betta will stress less when he is used to it... the easiest way is to get a clean turkey baster, and just suck out 50% the water (and any uneaten food, poop, etc) once every other day, and replace the water with fresh dechlorinated water, make sure it is the same temp as the water in the bowl. This will minimize the stress on your betta and the time you need to spend cleaning. However, you should probably do a full cleaning to get the worms out.
If you have a proper tank with a filter, you should still be replacing 30% of the water every week, and vacuuming the gravel.
I'm guessing your betta is likely in a bowl of some sort... The best thing you could do for him and for the water quality, would be to get him a real tank (5 gallons) with a filter (AZOO palm filter is great) and a heater. In their native Thailand, waters are 80F. In an unheated bowl, water is usually 65F - way too cold for a betta.

Do you have a filter and heater? These are very important for bettas. He probably gets stressed because you don't clean it enough. If you don't clean it often enough then he is suddenly going from bad water to good water, which will stress him out. If you clean every week, he will get used to it. For unfiltered tanks, cleaning should be done every 3 days at the very least. Also make sure the water you add after a cleaning is the same temperature, or else that will stress him too.
Don't worry about the tiny white things. They are probably harmless. I have all kinds of interesting little critters in my tank like daphnia, hydra, even a couple little planaria. They are harmless.
