It's hard to say whether your computer has a virus or spyware, and it could be both. If you are able to download, you need to download, install and run Spy-Bot, Ad-Aware and a good antivirus program like Avast or AVG. All of these are free, and anyone using the internet today can't afford to be without them.

AVG: http://free.grisoft.com/freeweb.php/doc/2/
Avast: http://www.avast.com/eng/avast_4_home.html
If you are using Windows XP, and you are not able to download then do a system restore to a date before this happened. Click on Start, Programs, Accessories, System Tools and System Restore. Pick a date before all this happened and restore to that date. Restart your computer and it should be gone. If you do this, however, do it BEFORE you download anything or it will remove your downloads.
