If you're talking about the Stamp Act back when North Carolina was first being settled, it's because no one was obeying that law. The British settlers were upset because they felt like the Monarchy were over taxing them, but then not letting them have any say in government matters. So they protested and the merchants at the time refused to go along with the act. So it was repealed.

The stamp act effected England as well as the Colonies. Neither liked it and it lasted less than a year. Not much was collected here as the colonist boycotted goods or simply just intimidated the tax agents. In England they started complaining even before it took effect, especially the merchants. Pressure on Parliament forced them (William Pitt) to quickly repeal it. This Act was in late 1765 so it was a decade before the revolution, but it did get some blood boiling.

This is a good question, especially when one considers that the Sugar Act had passed previously, althought it was high. The Stamp Act, unfortunately for the British, applied to powerful influences, such as lawyers for documents, newspapers in their advertising, and tavern owners (the taverns of this time were more a general gathering place of varied people than today's bars). Of course, this tax put a strain on average people, but they had advocates in this instance that was not true of the Sugar Act.

Pressure from the colonists. But Parliament then implemented other acts that suppressed the colonists even further, leading to events such as the Boston Tea Party.

Probalby because the colonies revolted. The Stamp-Act was part of reason the Colonies declared independence.

he repealed because he thought the tax on all printed items was too high.

they were getting pressured to from the colonists, and the colonists were rebelling. so they repealed them, but they implanted something even worse it it's place.
