Darling Harbour - providing they are not too high to go under the bridge.

I asked this question when in Sydney recently. It all depends on the tides. If the vessel comes in when spring rather than neap tides are running then it probably is Darling Harbour. Otherwise it is the Ocean terminal on Circular Quay. (Better placed for all the right spots in the CBD as well). Most cruise operators prefer Circular Quay but the depth of water at low tide under the largest vessels is quite critical. Also the Harbourmaster and Ship's agents are very wary of potential damage to the Bridge that any tall vessel has to pass to get up to Darling Harbour. So if the wind and tide are not favourable a change to the Ocean terminal may happen at short notice.

Or the Overseas Passenger Terminal at Circular Quay (on the ocean side of the Bridge.)
