Try holding CTRL when you click the link. That will temporarily disable the popup blocker until you let go of CTRL.

open the tools menu in internet explorer and select popup blocker settings then type in the website that you want to allow.

go to tools then go to popup blocker then turn off pop up blocker
rember to turn it back on!!
