Its best to keep well within the parameters, over heating and over-cooling may damage the system over time.
It is worthy of note that PC's will also be stressed by hot-cold expansion/contraction cycles.

Keeping the internals cool is important. That is why in the Wang and Cray super computers they use an oil based product as well as fans for cooling. Get it to hot and it will shut down.

no longer some thing is incorrect inclusive of your pc. The fan is there to blow the nice and cozy air out of the computer so the computer doesn't overheat. If the air popping out is cool, then it skill the cooling fan is operating and your pc isn't overheating.

it doesnt matter the important thing is air that make ur system cool and make processing efficient just remember ur system must have proper fan for cooling
