Probably. The Grant Administration has always been regarded as corrupt, thus making Grant one of the worst Presidents by many. But a lot of it had to do with reconstruction, and public (North) perception of the South. Grant was not a corrupt man, or politician, however, unlike his military days, he didn't control his minions very well. I think he get a bad rap for his administration. Post Civil-War was ripe for widespread corruption

EVERY Presidential staff with the exception of Geo. Washington's stole from the public.

The ways for the government to steal from the public were created by the men who built the government though much of the graft in Federal government was borne out of State governments.

It shall always be the case, too, sadly enough.
