The most effective way of spreading happiness to the greatest amount of people is this:
Be happy, smile, and share the wealth. Those who are in need and able will accept your goodvibes and feel your positivity, thus absorbing a measure of Happy from you. They may be triggered into getting their own Happy content filled up a little more.
Cheap, eh? Free, even, not counting the time and energy spent to raise your Happy Level. :)

Unfortunately, when you strive to "make others happy," you tend to find yourself in a world of stress, as this is a huge undertaking. I think in the general sense of the word, "happy," you can simply get along well with others and take into account their feelings when interacting with others or communicating to/with them. I would certainly take care of my own happiness as well, so that you don't get bogged down with people who don't care about YOUR well being. The "how can I make others happy" is just too much to embrace. How about something less ambiguous? Like, how can I stay happy? :)

That's not really your job. You can offer help wherever you see a need for it, or you can be a good listener, and so forth. But you can also give away too much of yourself to people who simply will not want to be happy, and they will take, and keep on taking until you have nothing left.

Please remember, helping someone feel better after a situation is one thing, trying to change them into happy beings when they aren't is far different.

If people were not happen when they met you, you shouldn't waist your time. People have to make themselves happy. If you do make them happy, watch out because you may end up with a dependant.

Make yourself happy and others will catch it from you (and you know that making others happy will not necessarily make them like you)

You cant, so dont bother trying, they have to want to make themselves happy. Worry about making yourself happy, other people will see this, and take their cue from seeing you do so.

you cant to be serious and give you an honest answer you cant ever do that even when you do exactly what they want you can make them glad but never happy

Start with feeling good about ourself. It takes very little to please children and elderly people, just some time and attention. Others like to be complimented on a good job they've done or their looks, but not sucked up to. Be youself and let off positive vibes. Don't forget a sincere smile will please everyone.
