The PC has got it's bits in a twist. Try Control/Alt/Delete Keys (At the same time) This should get you the task manager. If keyboard is now in use then end the non responsive program.
If still no joy then pull the plug out. Wait for things to settle. Apply power and start again.

This occurs usually when there is a hardware problem,or in the worst case senario a motherbaord failure
first check your ide cables from your dvd-rom first then your hard drive,check for any splits or loose connections,if unsure replace them,ide cables are only 3 to £4 from any good computer shop
second try using your mouse through your usb sockets instead of ps/2 as this may be the problem,the ps2 connections are usually the 1st thing to go on a motherboard
also try using a different mouse as optical mice can freeze when there is a defective l.e.d or defective parts,again these are only around £8 to buy from any good p.c shop
with regards to your keyboard,the solutions are the same,check the keyboard for dust and any foreign bodies that may have fallen inbetween the keys,and blow any dust from the ps2 connector,and try using the keyboard through a u.s.b connector instead of a ps2 connector
my money is on it being a fualty ide lead as the same occurence happened to me and this took me ages to solve,it was only when installing a new dvd-rw,that the plastic slave connector on the lead fell off into my wifes hand,and after replacing it with a new one i havent had the problem since
does the mouse freeze when you insert media into the dvd-rw,if so then it is a ide lead problem,whatever it is it wouldnt do you any harm to replace the lead anyway

happens all the time if your pc is try to think too hard.
don't touch anything for a few seconds and it ought to spring back to life.
i tend to execute a simply command, minimise a window, and when that happens I know it is ssafe to continue

Usually the PC's just having a "mental overload." Happens to me too sometimes (I mean my machine),I just let it get its breath back and away we go.
