I'm a Westerner accustomed to payroll deductions to almost 35%. So when I hear that there's no income tax in Dubai on foreign nationals, does that mean absolutley no payroll deductions from the local or federal government? What about other hidden deductions?

there is absolutely no deductions in the salary .
they r trying to introduce fees for various facilities and services prodived to the community when ever u go to register any thing from govt dept , eg , car , house , etc

Yes, Dubai Is Tax Free, But They are soon Planning to introduce VAT on all products, starting with Tabacco Related Products and Alchol. They do not intend to start an Income Tax (Thank God !!)
But generally its a Tax Free Country.

Yes, you are right. In Dubai there is no deduction at all by the government and nor income tax levied on foreigners. It is absolutely/genuinely tax free and no other hidden deductions..
