probably, since the jibbering wreck has a 50:50 chance of making a right decision. The country isn't run by the government, it's run by civil servants who will present a proposal which the prime minister either endorses, or rejects ... hence you have a 1 in 2 chance of getting it right or wrong. So a jibbering wreck will make a right decision at least once in every two decisions. However, a jibbering wreck might not be an attractive sight as he dribbles and drools in Parliament so, frankly, I'd vote for a circus baboon who has the same chance of making a right decision but who is probably better looking and certainly more entertaining!

a jibbering wreck would probably remove the things that make him a jibbering wreck which could be the same things that make every outher person that is a jibbering wreck. making everybody happier, soooo yes.

If you're refering to the UK, I totally agree with you, and think that Blair should stand down now, as he has lost all credibility - not just with the general public, but also with his fellow toss-pot slimey weasels. Sorry, I meant Politicians, around the globe.

Impossible because they're already in power whatever the party.
You need professional people at the top not amateurs. I ask you...... what do elected local councillors know about education, highway engineering etc etc ?. They take advice, but they make the final decisions and too often it's wrong and wasteful !
