A certificate is just that, not a degree. The certificate shows completion of an academic program, and the master's certificate shows that the work is above undergraduate level. A master's degree is more rigorous and has to meet certain requirements for the school's accreditation. A Master's certificate program is usually about 1/2 to 1/3 the length of a degree program.
Any education beyond undergraduate is helpful, so a Master's certificate might help you specialize in a certain area (i.e. Management or Information Assurance) without the length of a full degree program.

The difference between the Masters Degree and the Masters Certificate is the depth of material you must take to earn the degree versus the certificate. Penn State's Great Valley Graduate Campus lists the certificate opportunity as this:
To earn graduate credits or update your professional skills, get started with a graduate certificate. Specialized programs let you study topics of interest. All certificates require 12 credits of graduate coursework. A maximum of 9 credits from any certificate program may be considered for transfer to a degree program. Faculty members teaching these courses are researchers and scholars in their field.
The certificate is 12 credits where the degree is 36 credits. Certificate courses are very specific and make up what would be a "module" or "core courses" for the degree; basically the bare bones coursework. The Masters Degree will require some skills enhancement courses such as mathematics and communication or writing in addition to the core credits. Another large difference is the research paper or journal article required for the degree. The research teaches the student in-depth research techniques and emphasizes critical problem solving skills when presented with a large, complex problem. The certificates do not require a research element.

A master's certificte is post baccelaurate study but is made up of only a few classes that give a general basis of the content being studied (around 16 credits). A certificate is not regarded as highly as a master's degree. A master's degree often requires the student to be matriculated in a program and is required to complete around 36 credits and a thesis to graduate. Certificates are limited training in a certain area, while degrees are extensive training. A master's certificate would simply be more advanced training, but it's still limited in terms of how much training that is.
If you have a choice, opt for the degree!

A master's certificate usually consists of only the "core" classes required for a masters degree.
A masters degree consists of the core classes plus all requisit classes such as finance, economics, etc.

I am not 100% but a master degree is when you go through the required Eng. math etc... and then also your core classes and a master certificate is when you just basically study hardcore in your Field pay to take a super hard test and depending on what your Field is (graphic design is mine) they certify you in something specific like for example adobe photoshop, Microsoft, etc...without taking your math and english classes ect. i think you can get more info on the home page for the college i went too although associates degree they offer, they also offer certification info
