Cardboard is just pressed paper only stronger. It doesn't hold up well when it get's wet especially if submerged in water. It will swell some and the water will weaken it. It may even begin to breakdown completely if in the water too long.

It gets wet, expands, gets soggy, and, if left in the water long enough, will disintegrate. The more dense the cardboard, the longer it will take to do all of the above.

It will get soggy, expand slightly, and if left long enough the bond between the fibers will release and it will either fall apart or be very delicate (fall apart when you try to handle it).
